Driver Charged After Crash Killed Woman, CT State Police Say A 63-year-old man is facing charges in a two-vehicle crash on a Connecticut highway that killed a 58-year-old woman.  Mark Herbst, of Hartford, was arrested on Wednesday, Dec. 8, and charged with negligent homicide with a motor vehicle, according to Connecticut State Police. ID Released For Teen Killed In I-84 Fairfield County Crash A teenager who was killed in a fiery crash on I-84 has been identified. Danbury resident Liam Declan Devine, 17, was driving west on I-84 shortly before 10:30 p.m. on Friday, Jan. 17 near Exit 9 in Newtown when he lost control of his vehicle, Connecticut State Police said. Devine traveled through the grass out of control, over an embankment and into a tree. When Devine struck the tree, his vehicle became fully engulfed in flames.
