The black 1998 Honda Civic failed to stop for a stop sign at Hoyt Street and Middlesex Road at 1:30 p.m. on Aug. 18, police said.
The officer pulled behind the car on Hoyt Street and saw it change speeds drastically several times, between 25 mph and 49 mph, police said.
The vehicle was stopped at Camp Avenue, and the officer saw that the driver, Walter Martinez, 27, had glassy eyes and was having trouble concentrating, police said.
When asked, Martinez admitted to consuming alcoholic beverages with dinner, police said.
Martinez was given the standardized field sobriety tests, which he failed to perform to standard, and was arrested, police said.
He was charged with operating under the influence of alcohol and/or drugs, stop sign violation and operating a motor vehicle without a license.
At headquarters, Martinez submitted to breathalyzer testing, where it measured .1394, and .1339, police said.
Martinez was released on $250 cash bond for a court date of Aug. 28.
