According to the police report, the child had severe blisters and injuries to the left foot. While the child was at Danbury Hospital, the child told the staff that a man staying at their house had put an unknown substance on the child's toes and in the shoes, police said. When a female relative of the child picked up the child from the hospital, the child immediately changed the story of what happened, police said.
Hospital staff could not determine how the injuries occurred, police said. But from the initial statement and after finding a foreign substance in the shoes, it was believed a crime had been committed, police said.
New Haven police located Nelson Samaniego, 44, of New Haven, at his work and took him into custody before turned him over to Danbury police.
Samaniego was charged with risk of injury to a minor, second-degree assault and cruelty to persons. He was held on $250,000 bond.
The child's relative, Vilma Samaniego, 30, of Danbury, was also arrested and charged with risk of injury to a minor, interfering with the duties of a police officer and hindering prosecution. She was held on $50,000 bond.
Both were arraigned Aug. 29 at Danbury Superior Court and were being held on bond by the Department of Correction.
