Officers were conducting surveillance in the parking lot March 14 at 3 p.m. due to continued complaints of a person selling narcotics in that area, according to police.
The officers saw the boy ride a bike into the parking lot and then sit down on the sidewalk, said police.
The boy looked around several times, then he opened a backpack and removed plastic wrap, according to police.
He began tearing sheets of plastic wrap and wrapping what appeared to be marijuana in the wrap, police said, which is consistent with drug-selling activity.
The officers approached the boy and immediately recognized the substance as marijuana, according to police.
The officers also seized the plastic wrap, a digital scale, and 7.4 grams of marijuana that was in the boy's possession, police said.
Officers determined the suspect was a 15-year-old juvenile, police said. He was charged with possession of marijuana, possession of marijuana with intent to sell, possession of marijuana with intent to sell near a school, and possession of drug paraphernalia, police said.
The boy was given a written promise to appear in juvenile court, then released to the custody of his parents, according to police.
