The overnight crash happened at 1:02 a.m. Saturday in left lane of I-395 south, state police said.
The cruiser, which was working with DOT crews, was stopped in the left lane of three lanes just north of the Exit 43 (old Exit 94) in Killingly.
A Dodge Caravan traveling south on I-395 moved into the left lane and rear-ended the stopped cruiser, state police said, causing heavy damage to the rear of the cruiser and the front end of the Dodge.
Both the trooper and the driver of the Dodge were transported to Day Kimball Hospital with minor injuries.
Stephanie Credit of Plainfield, was charged with operating a motor vehicle while under the influence of alcohol/drugs, operating a motor vehicle without minimum insurance and following too close.
She was released on a promise to appear in-Danielson Superior Court on June 13.
Connecticut State Police had just participated Friday in a National Tweet-Along campaign to bring together law enforcement agencies nationwide to raise awareness of the Move Over Law.
The Move Over Law requires drivers to reduce speed and move over one lane from emergency vehicles stopped on the shoulder, lane or breakdown lane of any highway.
