Daniel Carpenter, 60, of Plainfield, was arrested Monday, Aug. 24, and faces multiple charges, including kidnapping, in the wild chase, Middletown police said.
The incident began as a routine traffic stop on Main and Court streets in Middletown. As police approached Carpenter, he jumped the curb and began driving down the sidewalk, authorities said.
The move damaged several tires and structures along the east sidewalk. Carpenter then drove north with "extreme indifference" to pedestrians, police said.
He later returned to Main Street and continued north.
Two passengers were inside the vehicle, police said. One feared for his life and eventually jumped out. The other could not escape.
Cromwell police later found the vehicle disabled after they said Carpenter drove through several residential yards.
Police also learned that Carpenter had hit seven occupied vehicles after leaving Middletown.
Carpenter faces two kidnapping counts, as well as first-degree reckless endangerment, unlawful restraint, reckless driving, and evading responsibility, Middletown police said. He faces several motor vehicle charges as well as seven outstanding warrants for missed court appearances.
He was being held on a total of $1 million in bonds, authorities said.
Carpenter's relationship to the two passengers is unclear.
