Serial Bank Robber Arrested In String Of Stafford, PWC Incidents: Cops Police have announced the arrest of a bank robber wanted in incidents in both Stafford and Prince William County. Bobby Winstead III, 34, of Lorton, has been charged with robbery, attempted robbery, and use of a firearm in commission of a felony, and using a mask with the intent to conceal his identity in connection with the series of incidents dating back to early February, authorities announced. Dumfries resident David Emmanuel Andrews, 27, was charged with robbery following a joint investigation into a bank robbery in the middle of the day in Spotsylvania County.
