Unlicensed Driver, 16, Charged In Fatal PWC Crash: Police A 16-year-old driver has been charged in a three-car crash that left a 19-year-old passenger in another car dead over the weekend in Prince William County, police said. The teen boy, of Haymarket, was going above the speed limit in the 40 mph zone on Catharpin Road and Fallen Oaks Place in Gainesville on Saturday, Aug. 26, county police said.
