Killer Who Carried Out 'Atrocious' Attacks On DC's Homeless Indicted On 17 Charges: Feds The man who went on a shooting spree targeting homeless populations in Washington DC and New York City last march has been indicted on 17 charges including first-degree murder, federal officials said. The indictment charges Gerard Brevard III with “aggravating circumstances,” finding that the murder was especially heinous, atrocious or cruel.
