Ismael Cruz-Delcid, 18, of Herndon, surrendered to authorities Thursday night, March 21 around 11 p.m., after his attorney called authorities and negotiated his arrest, police said in a press briefing Friday morning, March 22.
Cruz-Delcid fired two rounds, which struck and killed a 14-year-old Westfield High School student on Wednesday, March 20 during a dispute in a hotel parking lot on Coppermine Road in McNair, according to police and district officials.
Cruz-Delcid fired a third round at a second victim, but missed, police said. The third shot was, however, intended to strike the victim, police said.
Michelle Reid, Superintendent of Fairfax County Public Schools, said only that the victim killed was a student "in good standing" at Westfield High School, and that the gunman — who fled the scene on foot — recently graduated from Mountain View Alternate School.
The manhunt continued following the shooting and involved the US Marshals Service, the FCPD said.
Cruz-Delcid had been wanted since the incident on charges of Second Degree Murder and Use of a Firearm in the Commission of a Felony. Detectives also obtained an additional warrant for Distribution of Cocaine from a previous narcotics investigation.
Cruz-Delcid declined to make a statement to detectives, and was being held without bond.
BACKGROUND
Cruz-Delcid arrived at a parking lot of a hotel on the 13700 block of Coppermine Road — right up the road from Dulles Airport — around 3:30 p.m. in his car, where he got into a physical fight with two other people, Fairfax County police said.
Cruz-Delcid then disengaged from the fight, pulled out a firearm, and shot at the victims, police said. Only one of the victims, a juvenile, was struck and the second victim was not injured.
The victim who was struck was pronounced dead at a local hospital. The second victim remained at the scene and was not injured. The shot fired at the other victim was intended to hit him, police said.
Meanwhile, Cruz-Delcid left his Honda Civic at the scene and took off on foot after the shooting.
A major manhunt involving the US Marshals was launched, FCPD said.
The three individuals involved were believed to have known each other prior to the shooting, police said. They "encountered" each other through the community, and there was some type of dispute, police said. It was unclear if the trio had planned to meet for the purpose of an altercation, police said.
