Peter Brown, 23, of Stafford, was arrested during a high-risk traffic stop involving a SWAT team on Friday, June 9, the Stafford County Sheriff David Decatur said. The first incident was reported on Friday, June 2 just before 8:40 p.m. in which someone on Foxwood Drive was able to flee from Brown, who was holding them at knifepoint, Decatur said.
