Trio Accused Of Murder, Metrobus Kidnapping During Violent 48-Hour Crime Spree In DC: Feds Three District men are facing federal charges in connection to the fatal shooting of 59-year-old Raymond Ballard in late January, and an armed kidnapping and robbery on a Metrobus the following day in Southeast DC.
