Three people, including a 6-year-old child, were struck when a driver plowed through Harrisburg’s Kipona Festival, now the driver responsible has been identified and details have released in court documents obtained by Daily Voice on Tuesday, Sept. 2.
The incident happened after 6 p.m. on Monday, Sept. 1, when a woman in a red minivan went around barricades and parked cars, driving into the crowd on South Front Street near South Street, police said.
