On Tuesday, March 31, officers arrested a 14-year-old on an open warrant while he was in the 2200 block of Kirk Avenue.  His offense this time? Failure to appear in reference to a previous crime. But, which previous crime?  The teen is well-known to police, with 10 prior arrests for failure to appear, theft, robbery, and assault.
