A substitute teacher at Dogwood Elementary School in Fairfax County has been arrested and charged after allegedly assaulting a student during school hours, authorities said. Rakshanda Jaiban, 44, of Sterling, turned herself in and was served a summons releasable charge for simple assault, according to police.
