Dolphin Beach Drowning: Prince William County Officers Identify Swimmer Police in Prince William County have identified the swimmer who drowned in Dolphin Beach.  At around 4:30 p.m. on August 6, officers responded to the beach to investigate the disappearance of Benjamin Segura Artiga, 38, who had been swimming with two friends that day, the Prince William County Police Department said.  Segura Artiga allegedly tried to climb a dock ladder while in the water and suddenly went under water, authorities said.
