Police ID 26-Year-Old Pedestrian Killed In Early Morning Virginia Crash A 26-year-old man died hours after being struck by a truck while walking on Plank Road in Fredericksburg early Saturday morning, according to police. The victim, identified as Joe Anthony Palacios, who had no permanent address, was critically injured in the crash and later pronounced dead at a local hospital, the Fredericksburg Police Department said.
