On Tuesday, March 31, officers arrested a 14-year-old on an open warrant while he was in the 2200 block of Kirk Avenue.  His offense this time? Failure to appear in reference to a previous crime. Devin Hoerauf, who has no fixed address, was arrested over the holiday weekend after approaching a woman at a bus stop and exposing himself to her without consent, according to investigators.
