Local resident Carl Harris has been identified by investigators as the person who was shot and killed during an incident over the weekend. Shortly before 8 p.m. on Friday, Oct. 18, officers from the Alexandria Police Department were called to the 800 block of Manor Road, where there was a report of shots fired with one person down. Stratsburg police responded to a 9-1-1 call for an erratic person damaging property at a hotel on Signal Knob Drive around 11 p.m. Sunday, Dec. 17, Virginia State Police said.
