Driver Charged After Woman Hit, Killed By Car While Walking Dog In Virginia: Police
The speeding driver who struck and killed a woman walking her dog in Prince William County has been charged with involuntary manslaughter nearly a month later, according to the police. Neil Jostin Stagnarao Riega, 30, has been arrested and charged in connection to the fatal crash in Woodbridge that claimed the life of 57-year-old Maria Isabel Cardozo last month.
