Gamaathige Desoya, of Vienna, was trying to turn left onto northbound Kirby Road on Aug. 12 in McLean, when she struck Brigitte Foster, 86, who was in the crosswalk, the FCPD said.
Desoya was cited for Improper Turn and Failure to Yield for a Pedestrian in a Crosswalk. Excessive speed and alcohol are not believed to be factors in the crash.
