Party City was founded in 1986 and is the largest retailer of party goods in North America. Natanael Rodriguez Cuxun, of Arlington, was a passenger in a vehicle traveling on Snowden River Parkway near Rustling Leaf in Columbia when he was shot and later died at the University of Maryland Shock Trauma Center, according to investigators.
