Arthur Edward Mann II was arguing with a black man in his 40s or 50s when the man shot him at the Citgo at 6241 Richmond Highway in Fair Haven around 6 a.m. Tuesday, May 21, county police said. The suspect left the scene before officers arrived and Mann was pronounced dead at the scene.
