Richmond resident Tamara Eddy has been identified by state police investigators as the person killed shortly after 1 a.m. in the northbound lanes of the interstate in Stafford County. Police say a 2023 Freightliner tractor-trailer was stopped in the center lane for an unrelated crash when it was rear-ended by Eddy's 2022 Subaru. Eddy was killed in the crash.
