Putnam County SPCA Law Enforcement Division officers were called at around 6:30 p.m. on Sunday, May 24, to the area of Old Milltown Road in Southeast after a fisherman reported finding several dead and possibly mutilated birds near the shoreline of Sodom Reservoir, the SPCA said.  When investigators arrived, they found two decapitated roosters and two decapitated white doves scattered on the ground…
