23-Year-Old Charged With Vehicle Manslaughter, Dwai After Fatal Southern State Crash A 23-year-old man has been charged with vehicular manslaughter and driving while under the influence of drugs after a fatal two-vehicle crash on the Southern State Parkway in Oyster Bay.
