Quincy Man Set Raccoon On Fire In Backyard: Report A Quincy man has been charged with animal cruelty after police said they saw him trying to burn a raccoon alive in his backyard, reports said.  Andrew Chieu, 63, was arrested on Saturday, Dec. 30, when Quincy police were called to his  Royal Street home to break up a dispute between him and a neighbor, NBC Boston reported.
