Franklin Street Near City Hall In Newark Closed For Construction In December Franklin Street between Mulberry and Broad streets in Newark will be closed beginning Wednesday and through Dec. 23, police said.  The closure is in effect seven days a week and is in place for the Newark parking deck project. The street cuts through a downtown area that includes the post office, city hall and the municipal court.  Those who regularly travel in the area are encouraged to allow extra time and to plan alternate routes.
