Approximately 14 months after he was granted U.S citizenship, Sumo Dukulah, 47, was arrested for raping a child, beginning when she was eight years old in 2004 and continuing until March 2013 when she was 16 years old, according to Acting United States Attorney Jennifer Arbittier Williams.
