'Justice Delayed, Not Denied': Man Convicted For Bucks Mom's 1991 Murder More than 30 years after she was found dead in her smoldering Bristol home, Robert Atkins was convicted for the murder of Joy Hibbs.   Common Pleas Judge Wallace H.
