Escaped PA Prisoner Caught In Philadelphia: US Marshals (Updated) An inmate at a western Pennsylvania prison who escaped custody last year was arrested in Philadelphia Friday morning, March 22, authorities say.  Isaiah Tilghman, 33, was caught on the 3300 block of Aramingo Avenue, according to US Marshals.  Tilghman was being held on drug charges and state parole violations when he fled from the Blair County Prison on Dec. 3, authorities have said.  Just days after his escape, Marshals said they believed Tilghman had been in the Port Richmond area.
