Retired Deputy Philly Fire Commissioner Dies, 74 John J. Devlin, a longtime member and one-time deputy commissioner of the Philadelphia Fire Department, died last Sunday, Jan. 14, his colleagues said. He was 74.  Devlin, of the Fox Chase section of Northeast Philly, served in the department for 40 years before retiring in 2013, according to his obituary.  He also worked as a volunteer at the Fox Chase Cancer Center and the Philadelphia Second Alarmers Association, and served on the board of the PFD foundation, his obit says. Philadelphia Police Name Officer Killed In Airport Shooting (Updated) Two Philadelphia police officers were shot — one fatally — while in the parking garage at the Philadelphia International Airport on Thursday night. Officer Richard Mendez, a 50-year-old with 22 years in the department, was hit multiple times and died from his wounds, PPD brass said at a Friday evening press conference.  Officer Raul Ortiz, 60, was hit once in the arm and is in stable condition at Jefferson Hospital, according to Interim Commissioner John Stanford.
