Details Emerge In PPD Shooting Of Maurice Samuels

Officials have released new details in the police shooting of a man allegedly armed with a hammer in Philadelphia last Saturday, April 20.

Authorities said 23-year-old Maurice Samuels was at an East Cliveden Street apartment with two women when he got into an argument and was asked to leave. He later returned to the apartment and climbed inside through a window, "continuing the argument which was domestic in nature," according to police. 

A second man, a 26-year-old who authorities said was the "subject of the argument," arrived at the apartment and knocked at the front door. 

That's when police say Samuels grabbed a hammer and went outside to confront him. 

Two PPD officers, Lt. Todd Landherr and Officer Shana Moore, arrived at the apartment. They had been called about a person with a gun, according to the department.

The officers said they saw the 26-year-old knocking on the front door, calling for Samuels to come outside. 

"The (26-year-old) outside was heard saying 'Oh - you have a hammer' and moving away from the entrance," police said. 

The officers said they saw Samuels come to the front door "holding an object in his hand, which they believed to be a firearm." Both officers fired their guns at him and he ran back inside the apartment, according to authorities. 

Samuels eventually came back outside and was taken into custody, officials said. He was taken to the hospital with a gunshot wound to one arm and a graze wound on the other, police said. 

The hammer was recovered from the scene, they added.

Lieutenant Todd Landherr, 42, has been with the department for 16 years, while Officer Shana Moore, 36, has served for eight years, PPD said. Both were placed on administrative duty pending the outcome of an investigation. 

Samuels was charged with burglary, trespassing, terroristic threats, and related charges, they added.
