Young Child's 'Severely Decomposed' Body Found In Duffel Bag In Philadelphia: Police Police are investigating after a young child was found dead in a duffel bag in Philadelphia on Monday morning, March 18.  The child was found on the 600 block of N. 38th Street in the Mantua section of West Philly, according to the department. Police said it was discovered by someone doing work behind a property on the block.  The child has not yet been identified and their gender is unknown, police said.
