Federal investigators have released a preliminary report on the plane crash that killed a school administrator in Chester County early this month. A Philadelphia man is accused of breaking Federal Aviation Administration rules while flying his drone around the city, according to a release from the US Attorney's Office. A Delaware County woman is facing charges for torturing animals in footage she shared online. Anigar Monsee, 28, of Upper Darby, mutilated and tortured the chickens, frogs, and bunnies, in footage shared to YouTube and other social media platforms, multiple news outlets including 6abc and NBC10.
