Sex Offender Who Lives In Lebanon Is Missing: Pennsylvania State Police A Colorado sex offender who lives in Lebanon and works in Berks County is missing, police announced on January 4.  Santos Joel Rodriguez-Cruz, became a "non-complaint" registered sex offender when he "failed to verify his information between the required times," Lebanon City police and Pennsylvania State Police said in separate releases.  The 30-year-old only is required to check in with PSP once a year to be photographed and register his address, workplace details, and any vehicles he may own.
