Dowell, 41 showed signs of impairment when he was stopped by police on Dec. 11, 2020, around 10:30 p.m. in the 1600 block of Baltimore Pike, in New Garden Township, according to the Southern Chester County Regional Police Department. Subsequent testing results showed a presence of marijuana and methamphetamine in his system, police said. The case is pending a preliminary hearing.
