YouGov Ranks Best States In U.S, Pennsylvania Makes Top 20 Pennsylvania was named among the top 20 states in the U.S, according to YouGov. Pennsylvania ranked at number 17 with a 55% win. YouGov asked 1,211 adult Americans to choose the better of two states (including Washington D.C) in a series of head-to-head matchups. The survey was conducted between March 12 and 15.
