Isaiah Tilghman Caught In Philadelphia's Port Richmond: Usms An inmate at a western Pennsylvania prison who escaped custody last year was arrested in Philadelphia Friday morning, March 22, authorities say.  Isaiah Tilghman, 33, was caught on the 3300 block of Aramingo Avenue, according to US Marshals.  Tilghman was being held on drug charges and state parole violations when he fled from the Blair County Prison on Dec. 3, authorities have said.  Just days after his escape, Marshals said they believed Tilghman had been in the Port Richmond area. The drive-by incident left an 18-year-old man dead on the 1500 block of West Lehigh Avenue around 7:45 p.m., authorities said.
