Jayana T. Webb, of Eagleville, was driving the speeding car that struck and killed Trooper Martin F. Mack III, 33, and Trooper Branden T. Sisca, 29, as well as Reyes Rivera Oliveras, 28, of Allentown, near southbound milepost 18 on March 21, authorities said. Authorities ID PA State Police Troopers Killed On I-95 Authorities have identified the two Pennsylvania State Police troopers who were struck and killed by a driver along I-95 in Philadelphia on Monday, March 21. Trooper Martin F. Mack III, 33, and Trooper Branden T. Sisca, 29, were trying to get a man, who was walking on the highway, into their patrol car when they were fatally struck near milepost 18 just before 1 a.m., Pennsylvania State Police said.  All three were thrown into the northbound lanes.
