'High Occupancy Arson' At East Petersburg Apartments, Police Say An apartment complex caught fire in Lancaster County due to arson on Thursday night, police announced the following morning. Officers with the Northern Lancaster County Regional Police Department were called to a "suspicious fire" at the apartment complex located in the 2400 block of Franklin Drive in East Petersburg at 8:54 p.m. on March 7,  The fire started on the second floor, Manheim Township Professional Firefighters IAFF Local 5423 explained.
