Woman Recorded Helping Sex Offender Assault Teen: PA State Police

A 16-year-old girl was sexually assaulted by a man at a cookout, and a recording has surfaced of a woman helping him do it, Pennsylvania State Police announced on Wednesday, July 12, 2023.

The teen came to report being assaulted by 38-year-old Ryan Peters at the PSP Carlisle Station on July 3.

Peters is a registered sex offender since 2007. He was charged and convicted of Statutory Sexual Assault and Fail to Comply as a Registered Sex Offender in 2009, the police explained and records confirmed. 

She had been invited with her mother to a cookout at Peters's home in the 2000 block of Buffalo Valley Rd, Codorus Township, York County on June 29, 2023. 

While sitting around a fire in the backyard Peters's 25-year-old roommate Jadzia Martin and the mom went inside, leaving the girl alone with Peters. 

That's when he began to ply her with alcohol and tell her how beautiful she was and ask her if she knew what a “sugar baby” was, police explained in the release.

Soon he become aggressive and "began touching her breasts under and over her clothes," and finally he pulled out his genitals and convinced the teen to perform oral sex, the police stated. 

The girl told police he took photos on his phone.

Troop J, York Criminal Investigation Unit was notified of the reported sexual assault and took over the investigation. 

A search of Peters's home was conducted around 8 a.m. on July 11, 2023, by York CIU.

Numerous external storage devices, computers, and surveillance equipment were seized— including an SD card with an audio and video recording from June 29, 2023, PSP explained.

The recording was a conversation between Martin and Peters. 

Police said the following about the recording:

"Martin can be heard asking Peters if he had gotten a chance to have sexual intercourse with the victim and admitting to running interference with the victim’s mother so Peters could have alone time with the victim. Peters is heard telling Martin the victim had performed oral sex on him."

 Additional audio and video were found showing Peters and Martin talking outside his garage "as to what occurred with the victim and developing their alibi story," state police said.

Martin's cellphone was later seized by police who found an SMS conversation on June 28, 2023, between the pair.

"In this conversation, they also discuss wanting to set a camera up in the bathroom to view the victim’s breast," police stated in the release.

Martin and Peters were arrested later that day. 

Peters was charged with sexual assault, indecent assault without the complainant’s consent, corruption of minors (relating to sexual offenses), corruption of minors (relating to alcohol consumption), and furnishing alcohol to a minor.

Martin was charged with conspiracy to commit all the following charges: sexual assault, indecent assault without the complainant’s consent, corruption of minors (relating to sexual offenses), corruption of minors (relating to alcohol consumption), and furnishing alcohol to a minor. 

Peters’s bail was set at $150,000, and his preliminary hearing is currently scheduled for August 8, 2023, and Martin’s bail was set at $10,000 and her preliminary hearing is currently scheduled for July 26, 2023.
