The Laurel Fire Company in Windsor Fire Police Captain Tony Bortner was last seen on Thursday afternoon, Oct. 17, PA State Police explained on Monday, Oct. 21, and as Daily Voice previously reported. Joseph Biswa Struck, 'Run Over' On I-83, Authorities Say A 41-year-old man has been identified after being struck multiple times and "run over by a tractor-trailer" on Interstate 83 in York County, authorities announced on Tuesday morning.  Joseph Biswa of York County was "found unconscious but breathing underneath a van in the northbound lanes" of I-83 in Fairview Township around 12:45 a.m. on Jan. 16, Pennsylvania State Trooper James Grothey stated in a release.  He was taken to Penn State Holy Spirit Medical Center where he died from his injuries, according to Grothey.  The series of crashes began around 12:27 a.…
