A Pennsylvania man facing possible litigation ambushed two people in a rare deadly shooting in Carroll County earlier in this month in a well-planned assault, authorities announced on Christmas Eve. Austin Paul Potocki, 30, of Hanover, was arrested Monday, Dec. 23, in connection with the Dec. 13 shooting that killed Benjamin Billings, 42, and injured David Anderson, 39 in Finksburg.
