Felix Daniel Ortiz Jr., 42, was arrested after officers found him fleeing the crash scene and later admitted to hallucinating from drug use, police said. PA Man High On PCP Charged In Fatal Crash: DA A man on PCP was charged with vehicular homicide, the Montgomery County District Attorney announced on Thursday, Oct. 31.
