York County Girl Raped Starting At 4-Years-Old: Affidavit A man has been arrested for sexually assaulting a girl for nearly a decade beginning when she was just 4-years-old, according to court documents obtained by Daily Voice.  James Andrew Arroyo, 64, of Columbia, PA, is accused of sexually assaulting and raping a child victim from 1985 to 1994 in Windsor Township, York County, the police explained.  The girl first reported the abuse in 1994 when she was only 13-years-old, according to the police.
