These ballots either came with unverifiable identification or are otherwise undeliverable or potentially flawed to the point that they can't be counted in the Tuesday, Nov. 5 General Election, a news release issued by the Philadelphia City Commissioners states. The equipment flipped over at the ramp to Route 222 South from Route 322 in Ephrata Township around 12 p.m., as shown on 511PA.
