Ex-Philly Police Lieutenant Sentenced For 2017 Sexual Assault Of 11-Year-Old Girl A former Philadelphia police lieutenant was sentenced Tuesday, March 15 to just under a year to two years in county jail for sexually assaulting an 11-year-old girl in 2017, authorities in Bucks County said. Richard Michael Frank, 51, on Dec. 2, 2021, was found guilty of indecent assault, endangering the welfare of a child, and corruption of minors, according to the Bucks County District Attorney's Office.  Frank will also be required to register as a sex offender for the rest of his life, the DA's office said.
