Arrest Made In Shooting Of Harrisburg 4-Year-Old: Police A Harrisburg man has been charged in connection with the shooting of a 4-year-old on Sunday, according to a release by police.  Phillip Woods, 49, of Harrisburg, was charged following a shooting in the 300 Block of South 13th Street in the Allison Hill neighborhood on Dec. 19 around 10:15 a.m., according to an updated release by the Harrisburg bureau of police. Woods was the caretaker in the home at the time of the shooting, according to police.
