Drought Conditions Declared In 35 PA Counties: State Environmental Officials Drought conditions have been declared in 35 Pennsylvania counties as of Friday, Nov. 1, according to state environmental officials. Thirty-three of those counties are under a Drought Watch while two others are under a Drought Warning, the state's Department of Environmental Protection said in a news release. On Wednesday, June 8, the cost of gas per gallon rose to an average of $5.03 statewide, the highest recorded price since AAA began tracking such figures, according to the organization.
